Brian Jeffrey Raymond, 47, of San Diego County, California,
Admitted to drugging and sexually assaulting several women in his embassy-leased housing and elsewhere between 2006 and 2020. Additionally, Raymond admitted that, over 14 years, he photographed or video recorded 28 victims while they were nude or partially nude.
Details on the Original Plea
In July of 2021, Raymond admitted to committing two counts of Sexual Abuse and one count of Transportation of Obscene Material. However, in April of 2022, he submitted a Motion to Withdraw Guilty Plea, a legal request to retract his guilty plea.
Raymond said that his lawyer had not given him information on his options regarding a search warrant for his phones, and he was innocent of the charges to which he pled guilty. Raymond’s legal team also asked to exclude all evidence obtained from his electronic devices, arguing that all subsequent warrants relied on the evidence obtained from his phones, which was illegally obtained.
On October 28, 2023, the Court granted Raymond’s request to exclude videographic evidence obtained from two of his iPhones. However, the Court did not grant the request to exclude all subsequent evidence, as the later warrants were not solely based on the evidence obtained from the unlawfully seized phones.
As a result, just nine days later, Raymond, of La Mesa, California, accepted and signed a new plea agreement, pleading guilty to the offenses of,
Count One, Sexual Abuse, in violation of 18 U.S.C. §§2242(2) and 7(9); Count Six, Abusive Sexual Contact, in violation of 18 U.S.C. §§2244(a)(1) and 7(9); Count Seventeen, Coercion and Enticement in violation of 18 U.S. C. §§2422(a); and Count Nineteen, Transporation of Obscene Material, in violation of 18 U.S.C. §1462(a).
What the Sentence Costs
The offenses carry a sentence of “not less than 24 years and not more than 30 years of incarceration, followed by a lifetime of supervised release.”
Fluent in Mandarin Chinese and Spanish, Raymond was a US government employee at the US Embassy in Mexico City, Mexico. Raymond’s residence was assigned by the US government “for use by Embassy personnel assigned to diplomatic, consular, military, and other United States missions in Mexico City, Mexico.
The defendant recorded videos and photographed several adult women “while they were unconscious and nude or partially nude and without their consent.” Additionally, Raymond engaged in this conduct at numerous embassy-leased housing in many countries.
