If you drive in Oceanside, you’ve probably noticed how crowded and slow the connection between Interstate 5 (I-5) and State Route 78 West (SR-78) can be. This busy spot causes traffic jams, makes it hard to get around, and sometimes even pushes drivers onto local streets. The SR-78 corridor is especially challenging for commuters in this region.

      Estimated reading time: 4 minutes

Caltrans, the agency in charge of California’s highways, is working on fixing this. They are holding a public meeting to talk about plans to improve the I-5/SR-78 interchange. This gathering covers changes affecting both I-5 and SR-78. This meeting will be on Wednesday, May 13, 2026, from 6:00 to 7:30 PM at South Oceanside Elementary School.

      What’s the Problem?

Right now, the connection from westbound SR-78 to southbound I-5 is very crowded. Traffic signals can’t handle the number of cars, causing backups that stretch onto SR-78. Because of this, many drivers try to avoid the jam by using local streets, which makes neighborhoods busier and less safe. Traffic congestion on SR-78 impacts both local access and long-distance travel.

Another issue is that the freeway ramps are very close together. This forces drivers to make quick lane changes, which slows traffic and can be dangerous. Plus, the current design doesn’t meet modern safety and traffic standards along SR-78 and I-5.

      What Is Caltrans Planning?

Caltrans wants to improve safety and make traffic flow better at this interchange. They plan to address problems at SR-78 in Oceanside as follows:

      • Reduce traffic jams and backups.
      • Make it easier and safer to get on and off the freeway.
      • Improve signs and lanes to help drivers merge and change lanes smoothly on SR-78 and I-5.
      • Add better access for people walking and biking.
      • Protect nearby natural areas like the Buena Vista Lagoon.
      • Support local communities by reducing cut-through traffic on neighborhood streets.

What Might the Solutions Look Like?

While the exact plans are still being developed, some ideas that could be discussed at the meeting include:

What Might the Solutions Look Like?

      • New Ramps or Flyover Bridges
Separate traffic flows to reduce weaving and improve safety.
      • Extra or Managed Lanes
Add lanes to handle more cars safely and reduce congestion.
      • Improved Bicycle and Pedestrian Paths
Encourage walking and biking with better access and safety.
      • Local Street Connection Changes
Limit cut-through traffic to protect neighborhoods.
      • Better Signs and Signals
Guide drivers clearly to improve traffic flow.

      Project Timeline

Here is the detailed schedule for the SR-78 improvement project:
